On May,14, the 3^rd International Forum on Industry and Education opened at Chaya International Conference Center. The 3^rd IFIE was supported by the Ministry of Education, Henan Provincial People's Government, was hosted by Ministry of Education School Planning and Development Center, Applied Technology University (College) Union and organized by People's Government of Zhumadian City, Huanghuai University. Mr. Zhu Zhiwen, Vice Minister of the Ministry of Education, Mr. Xu Jichao, Vice-governor of Henan Province, Mr. Meng Qingguo, Director of Association of Universities(Colleges) of Applied Science, Mr. Qin Changwei, Deputy Director of the Planning Department, Ministry of Education of the People's Republic of China,Mr. Li Beiguang, Deputy Director of Planning Department, Ministry of Industry and Information Technology of the People's Republic of China, Mr. Wu Guoqiang, Deputy Director of National Center for Schooling Development Programme, Mr. Zhu Qingmeng,Director of Education Department in Henan Province, Mr. Yu Xueyou, Secretary of Municipal Committee of the CPC in Zhumadian, Mr. Chen Xing, Mayor of Zhumadian, Mr. Yang Dedong, Secretary of the party committee in Huanghuai University attended the opening ceremony. Mr. Chen Feng, Director of National Center for Schooling Development Programme presided over the meeting.

Mr. Zhu Zhiwen made a thematic report and announced the opening of the 3^rd International Forum on Industry and Education. "Directing qualified theoretical undergraduate colleges and universities to develop into more practical institutions, promoting the integration of industry and education, carrying out university-enterprise cooperative education, providing training in technical and applied sciences" - all these objectives have been included in the national 13th Five-Year Plan,which is an important focus and a breakthrough for the next period of structural adjustment of higher education. He stressed that to promote the transformation and development of local colleges and universities, we should explore the following five aspects: firstly, determine the school location and development model based on the needs of local economic and social development; secondly, set up majors and courses, optimize personnel training programmes according to demand for talent development by industry; thirdly, it is necessary to take the applied talents as the direction to reform the talent cultivation mode, to strengthen the practice teaching, to better cultivate the students 'innovative spirit and practical ability; the fourth is to establish and improve the operation system between university and industry, expand resources for the application of personnel training to create a good environment and conditions; Fifthly, it is necessary to break barriers for the exchange between university and industry, reform the teacher evaluation mechanism, broaden the channel for teacher development, effectively optimize the structure of teachers and improve their quality. Mr. Zhu Zhiwen hoped that universities should further strengthen their sense of mission and opportunity, keep pace with scientific and technological revolution, consciously serve the national strategy, industry transformation and upgrading and new industry development.

Mr. Xu Jichao, expressed congratulation in his speech and pointed out that the applied undergraduate colleges and universities in Henan Province is in a prominent status and has specific characteristics, which is a training and export base for application-oriented personnel. Henan Province has paid more attention to the supply-side reform of application-oriented talents in implementing the five development concepts to promote the reform of the supply-side structure. It has explored the implementation of the reform of classification management in colleges and universities, striving to improve the economic and social development of education.Government of Henan Province, relevant departments, universities and enterprises will seize valuable opportunities to promote the development of applied education to a higher level.

Mr. Chen Xing, expressed a warm welcome and he said that with the support of the People’s Government of Henan Province, Zhumadian adhere to the priority of the development of education, and strive to improve teaching conditions and qualities. The forum emphasize the national innovation-driven strategy through gathering innovative elements and inviting relevant central ministries and commissions, which will promote the development of e-commerce and local economy.

The theme of the 3rd forum focused on "March toward Internet+ and Intelligent Manufacturing". There drafted a framework to promote the merger of theory and practice in the education system, and a set of plans to implement the integration of theory with practice, to strengthen university-enterprise cooperation, and extended exchanges and cooperation between the sectors of industry and education. There were more than 600 people who took part in this event. They were from Chinese and foreign governmental agencies, education and research institutions, business and trade organizations, and successful people from all walks of life and the news media.
